Households who have received a Preliminary Eligibility Notification (PEN) to participate in Concord’s First Time Home Buyer (FTHB) down payment assistance program must secure a first loan preapproval from a BAAHA FTHB Program Certified first lender.

FTHB Program applicants and participants can select a first mortgage lender of their choice.  Not all first lenders have the ability and/or desire to deliver first loans alongside public down payment assistance programs.  Accordingly, BAAHA and the City require that first lenders working with Concord's FTHB subsidy program borrowers must obtain a BAAHA first lender certification.

BAAHA Certified FTHB Concord Lenders

FTHB applicants and Program Eligibility Notification (PEN) recipients must notify BAAHA if they have identified a preferred first lender they want to use.  If not already on BAAHA’s FTHB Certified Lenders list, BAAHA will send the identified first lender a lender Certification package

The below list identifies BAAHA-certified lenders offering financing for participants in the City of Concord’s FTHB down payment assistance subsidy.   The below list is updated as BAAHA secures additional Certified lenders.

Additional subsidies referenced below are  NOT PROVIDED by the City of Concord or BAAHA. Additional subsidies must be obtained from the first lender a household is working with. The first lender must be BAAHA Certified to provide additional subsidies to households.  Current lenders providing additional subsidies are identified in the below list of Certified lenders. It should be noted that some of the below listed lenders do not provide additional subsidies.

Additional Down Payment Assistance Subsidies


FTHB applicants earning 80% less of the Area Median Income may qualify for up to $70,000 in extra subsidy assistance through BAAHA Certified lenders. This is in addition to the City’s FTHB Program subsidy of up to $60,000. Additional subsidies could help bring down a household’s homeownership costs and/or could expand the household’s purchase capacity. BAAHA highly recommends that low income 80% AMI FTHB households take advantage of these subsidies. Additional information on these subsidies is provided in Concord’s FTHB additional subsidy page.

Concord First Time Home Buyer Program

BAAHA has received and reviewed all Certification material provided by the above referenced lenders.  However, BAAHA does not and cannot warrant the first lenders capacity to issue fist loan approvals to FTHB participating households, and/or to provide additional down payment assistance subsidies.
