FTHB Program participants should check with their preferred BAAHA Certified Lender to determine if they provide access to WISH and CalHome funding and/or additional in-house grants or buyer incentives.

​​​​State of California CalHome Program


Eligible low-income Concord FTHB participants may qualify for down payment and closing cost subsidies through California Housing and Community Development’s (HCD) CalHome Program.

The CalHome Program provides eligible first time homebuyers between $5,000 to $35,000. The dollar amount provided is based on need and program limitations. Funds are provided under the form of a thirty year silent second mortgage in which no monthly payments are required.  Interest accrues on the loan at a 3% simple interest rate until it is paid off. The loan can be paid off with its accrued interest and original principal balance at any time, but no later than its thirty-year term.

The WISH subsidy may be provided in conjunction with the below referenced CalHome subsidy loan.

BAAHA focuses on coordinating and layering multiple financial resources to maximize the purchasing power of first-time homebuyers. Accordingly, BAAHA seeks to leverage Concord’s FTHB funding with other funding sources.

The maximum allowed income levels to participate in the Concord’s FTHB Program are 150% of Contra Costa County’s area median income (more details can be found in the Maximum Household Income section of the eligibility requirements page). Households whose income does not exceed 80% of the area median income may qualify for additional funding sources, such as the Federal Home Loan Bank’s WISH Program and the California State CalHome Program. The 2026 income limits for 80% of area median income based on household size can be found in the table below:

​​​Wish and CalHome Program Approvals


WISH an CalHome funds are limited and distributed on a first come first served bases. Neither the City nor BAAHA can assure the availability of future subsidy funds. Funding for WISH and CalHome are not provided by BAAHA or the City, and must be underwritten and secured through a BAAHA FTHB Certified Lender that provides access to these funds.

Underwriting approval to secure WISH and CalHome funding is contingent upon the applicant identifying a property and entering into a binding purchase contract. However, Certified Lenders can factor additional subsidy funding amounts to determine the maximum purchase price a household could afford. BAAHA has noted which Certified Lenders have indicated having access to WISH and/or CalHome funding.

​Federal Home Loan Bank and WISH Program


The Federal Home Loan Bank’s (FHLB) Wish Program is often combined with FTHB Program funding. WISH offers a maximum $32,100 hybrid grant/loan subsidy program that is subordinate to the FTHB Program loan. For more information on the WISH Program, click here.


BAAHA works with FTHB certified lenders that have access to the WISH Program. The WISH Program funding availability historically has run from March to December of each calendar year, depending on the amount of FHLB funding made available and the demand for funds.
